为深入贯彻落实郑州市委市政府和上级公安机关疫情防控工作要求，切实做好战疫情、保民生、促发展各项工作，郑州市公安局出入境管理处推出六项便利措施助力企业复工复产、高校留学生招收复学工作。

In order to implement the requirements of the CPC Zhengzhou Municipal Committee and Municipal Government thoroughly, as well as higher-level public security organs for the prevention and control of epidemic, and to effectively complete the work of fighting against the epidemic, safeguarding people’s livelihood while promoting development, Exit-Entry Administration Division of Zhengzhou Municipal Public Security Bureau launched six convenient measures to support resumption of operation for enterprises, enrollment and return of foreign students in universities  as well.

一、开辟绿色通道

为企业外籍员工、高校留学生等集中办证单位开辟办证绿色通道，优先预约办理。

I. Offering green passage

For those institutions with a mass of foreign employees and foreign students, green passage and priority will be given in appointment and relevant services.

二、加急办理证件

为因疫情原因需加急办证的外国人，及时提供受理、制（发）证便利；为在郑丢失外国护照申办报失证明的，当即办结。

II. Offering urgent services

Convenience in acceptance and accreditation will be offered for those foreigners who need to expedite processes because of the epidemic. Foreigners in Zhengzhou who apply for passport loss certificates will receive the instant service .

三、服务引智引才

在郑涉外企业、高校引进外籍高层次人才需办理在华永久居留的，可由郑州出入境派遣专人上门办理。

III. Serving talent introduction

 On-site service will be offered for those foreign-related enterprises and universities which need to apply for permanent residence in China for their foreign high-level talents.

  四、保护合法权益

对外国人因疫情防控原因造成逾期居留的，将依法依规视情从轻、减轻或免于处罚。

IV. Protecting legitimate rights

For those foreigners who have overstayed due to epidemic prevention and control, penalties shall be reduced or exempted accordingly.

五、政策信息便利

通过郑州市公安局官网、郑州警民通、微信群等多渠道、多语种发布中外出入境最新政策，为企业、高校复工（学）提供精准参考。

V. Offering convenience in obtaining policy information

Latest Chinese and foreign policy information in exit-entry will be released with multiple languages through different channels like Zhengzhou Municipal Public Security Bureau website, WeChat official account named “Zhengzhou Police-People Link” and WeChat groups, which will provide precise reference for the enterprises and universities.
